Public Water Supply District No. 3 (PWSD No. 3) is a rural water supplier that was established in 1979. Our service territory includes a portion east of SE 13 Hwy, a portion south of NE 50 Hwy in Johnson County, a portion west of Hwy 127 in Pettis County, and a portion north of NE 1130 Rd in Henry County. We currently have a population of 5,032 water customers and 456 wastewater connections.
PWSD No. 3 owns and operates 3 deep wells, 2 elevated water towers, and 2 ground level storage tanks. We maintain 253 miles of distribution system and install our own water main extensions.
PWSD No. 3 also operates a 65,000 gallon per day Wastewater Treatment Facility. Our wastewater system includes the residents located within the Hickory Hills Subdivision, Meadow Creek Subdivision, and Bryson Lake Subdivision.
PWSD No. 3 is excited to bring on new wastewater customers with the expansion of our wastewater treatment facility. We are currently working hard to install wastewater mains along SE DD Hwy and within the Knob Noster State Park. The addition of these wastewater mains allows PWSD No. 3 to expand our wastewater customer base.
The PWSD No. 3 Board of Directors is made up of 5 elected members of our community. Each member represents a Sub-District.
Board Meetings are usually held at 5:30 p.m. on the 3rd Tuesday of the month.
Patrons are invited and encouraged to attend our monthly Board meeting. Any person that wishes to be on the agenda must submit a written request to the PWSD No. 3 office at least five (5) business days prior to meeting date.

Ms. Sanders began her career with PWSD No. 3 in 2006. Shortly after joining PWSD No. 3, her position within the office quickly grew into a much larger roll. Ms. Sanders is our project administrator and mapping specialist. Contact Ms. Sanders with any questions regarding new water service, water main extensions, or any other inquires.
PWSD No. 3 was the recipient of the 2019 Water System of the Year award and the 2016 Newsletter of the Year award by Missouri Rural Water Association.
It shall be the policy to allow and encourage public communications and/or attendance of its scheduled open meetings.
To promote efficiency and prompt movement at all times of the meetings. It shall also be a standing policy to govern the time, subject and placement upon the agenda of all visitors in attendance of any open meeting.
Visitors participation shall be allowed during the communication portion with a time limit not to exceed five (5) minutes for questions and responses per individual.
It shall also be the district policy to review individual requests as to validity of need regarding agenda line items.
The guest must be placed on the agenda by submitting a written request to the Office at least five (5) business days

The District will make a reasonable effort to collect delinquent water bills and/or fees.
Delinquencies may fall into two situations, that of being locked off for delinquency (nonpayment of bill due) and those for which a customer has skipped on their final billing.
Lock offs: Customers that have been locked off will receive no further notice, in that they have had service disconnected. If after fifteen (15) days the account remains locked off the collection process will be initiated. The District will send two letters requesting the amount due be remitted following State Fair Debt Practices and HIPAA. If payment is not received, accounts will be turned over to a collection
agency. If the amount due is $ 500.00 or over, then the property will have a lien placed against it for that amount, plus recording fees, and other administrative costs. If the property is sold prior to a lien being placed, the matter will be turned over to the Collection Agency.
Skips: When a final bill remains unpaid after due date the office will send a reminder notice. The 2nd notice will be sent with a warning that the matter will be turned over to an agency for collection and it will be reported to the credit bureaus. Full Policy
Public Water Supply District No. 3 of Johnson County, Missouri, supports the concept and practice of Fair Housing, and the action by the County of Johnson on May 15, 2014, to proclaim that Fair Housing is a fundamental right to be enjoyed by all citizens of the county. Full Policy
Any wastewater customer will be allowed a credit on the wastewater portion of their bill for the amount equal to the cost of the initial pool filling one time per year. Full Policy
All Landlords / Property Managers are required to sign a current Water User Agreement and new landlords / property managers will be required to pay a deposit at the current published rate per new account. Full Policy
All bills for which payment has not been received by close of business on the 18th of the month, will be assessed a $10.00 late fee. Full Policy
The intent of this policy is to adjust for a leak on the customer’s side of the meter.
The District will consider an adjustment if the customer’s current bill is greater than 150% of the average bill during the last year. Full Policy
If a past due balance is not paid by the due date of the following month the account is subject
to disconnection without further notice. Two stipulations to disconnection would be the following:
PWSD #3 will, at the request of the billing customer on the account, test the meter for accuracy. The meter will be submitted for an accuracy test to be done by an independent tester. If said meter tests within the manufacture limits (± 3%), fee for the test shall be $350.00 or cost incurred if greater than $350.00 assessed to the customer. If the meter tests out of specs, the District will reimburse the difference for up to 1 year of past service and no charge to customer for testing. Full Policy
No refunds will be issued on accounts for credit balances less than $2.00. Full Policy
Any returned payment is subject to the current published Payment Recovery Fee. Payment will be required for the amount of the returned payment and applicable fee within ten (10) days or less. Payment must be received by PWSD #3 by the due date or the applicable fees will apply. Failure to pay the returned payment amount and fees within 10 days will result in disconnection of service. The current published service fee will apply if service is disconnected, due to non-payment. Full Policy
Customers that request permanent discontinuance of service will have water service terminated and billing stopped. Deposits will be returned upon settlement of the final bill. Full Policy
Landlords that do not have service between tenants will have the meter locked off and no billing will be incurred.
Landlords that have water service between tenants will be billed for service at current published rates. Full Policy
Any customer may request to have the water meter turned off temporarily while going TDY, on vacation, extended training, seasonal livestock watering, etc. Meter will be locked off and billing will be suspended until otherwise notified. Full Policy
Any customer, landlord or property manager that requests PWSD No. 3 to make an onsite visit for any reason other than our daily operations will be charged a trip charge at the current published rate. A 1 time courtesy trip may be made during business hours. If a secondary trip is requested, a trip charge will be assessed. Full Policy
Sec. 1. An ordinance regulating the requirements of the use of public sewers, the installation and connection of building sewers, and prohibited waters and wastes into the public sewers. The ordinance is designed to notify current and future customers of the rules and regulations Public Water Supply District No. 3 has set in place for the public sewer system.
Sec. 2. Public Water Supply District No. 3 has worked continuously to improve the wastewater treatment process. Improper discharge of water or wastes into the public sewage system may cause damage to residential properties, sewage treatment equipment, and/or the efficiency of
wastewater at the Waste Water Treatment Plant. The following rules and regulations shall be followed in order to operate at maximum efficiency, help prevent future damages, and comply with requirements set forth by the Missouri Department of Natural Resources (MoDNR) and the Environmental Protection Agency (EPA). Any wastewater customer connected to the Public Water Supply District No. 3 Wastewater System will be eligible for a credit on the wastewater portion of their bill for the amount equal to the cost of the yard watering portion only. Full Policy
The intent of this policy is to adjust the wastewater billing for a leak on the customer’s side of the meter for customers within the Hickory Hills Subdivision.
The District will consider an adjustment, for the wastewater only, if the customer’s current bill is greater than 150% of the average bill during the last year. Full Policy
Customers applying for assistance from charitable organizations to pay their past due utility bill, in full, will not be locked off for non-payment. Partial payments will not be accepted as suspension of disconnects unless the payment made by the agency leaves a balance due below $30.00. Full Policy
